liability issues

I've been riding at a local jumps spot I built up a year back. At the time the local council were completly fine with it (it's their land) but now they've spent a bit of money on clearing the place up, and more people walk to the area, they're worried that they can be held liable for people falling into the holes we've dug. Because the path to our jumps doesn't lead anywhere else, there's little interest for other users. The council then realised they didn't have any oublic insurance at all so have now put up a gate and sign forbidding public access.
We have gone through a number of solutions with the councilors, such as forming a club with members' only access, or renting the land at a peppercorn rate. What would really help though is if the council were given other example solutions to this kind of case which is so common in the UK. I hope you can share your experiences here,
