new frameset ...HELP needed!

Afternoon Gents and Ladies,
I am in the fortunate postion (at last) of being able to afford a new frameset on which I intend to do some lightly loaded (credit card) touring but before I splash out I would like some advice.
1. Frame tubing which type, I recon 531 Butted or modern equivalent.
2. Gears, do I really need more than 7 on the back? (triple up front)
3. Vertical dropouts? can you get Stainless dropouts front and rear in the UK?
I had a nice Bob Jackson from the late 70's early 80's with semi sloping fork crown and extended 'tangs' with 3 gradualy decreasing sizes of holes in them on the inside of fork blades, and front and rear of Bottom Bracket, it had Italianate type pointed lugs etc and I fancy a more upto date take on this as above .Obviously it will be lugged and have 2 sets of bottle bosses, lever braze ons, mudguard /rack eyes etc and a 1" headset.
As I am fairly close to Jacksons and Mercian they are most probable but has anyone any suggestions of any others within 30 miles of Chesterfield or experience of these two ?

I forgot to add Shimano mtb canti's or dual pivots? I will want to use tyres (26-32mm)with mudguards.being a reformed stuntdrinker allows pontification0
