UCI Versus the Tours (ASO etc)

It amazes me how at cycling's main event; the Tour, that these drug issues came up.
Did the UCI have a hand in dumping the Tour de France in the Poo. It seems amazing that (I forgotten how many) so many riders got caught for doping at that one part of the season.
Was it the UCI who wanted to wreck the Tour de France?
Coincidence or a plot??
