mudguard clearance

What is considered to be suitable mudguard clearance for a 25mm tyre?

A lot of audax bikes seem to use regular brakes with the pads at the axtreme lower end of adjustment -- to most of you think this is safe, or is it better to use a frame that accepts 57mm drop brakes?

    My winter frame uses standard drop brakes near the limit of their reach. It's still within their limits though so their's nothing to worry about.
