Identifying mystery bike

I've got what has turned out to be not a Flying Scot or Hill Special. I've photos, descriptions and frame numbers is there anyone out there who can help if I forward full details. I think it's late 40's, early 50's.

We've confirmed 4 makes it's not, so we're getting there.
