Whatever the standards may or may not be, it's my opinion that no-one with authority is enforcing them visibly enough.
If I drive like a total dick I should expect someone to stop me and give me an ear bashing. There's too many road users around these days that are well aware they can get away with anything.0 -

What, like the guy in his Picasso this morning that I had to dodge for about 6 miles of my commute while he drank his massive mug of coffee (it could have been tea). I was hacked off that we didn't get stopped by any red lights, as I was going to open his door and take it off of him!!! :twisted:0 -

Now that is very interesting.
