improvise on holy rollers 24

bought 24x2.4 holy rollers today but the rear rubs the frame on the brake side. im cutting off the corner of the edge tread with a scalpel. is this wise???

how much is wheel fix cost? 24" sun rim and hub (i think, there is no logo on it but it is gold; from ebay)
