Headset cup installation advice required

Hi
I recently bought a new cane creek Tank headset for my mountain bike that had no instructions with it. The question i have is the two cups are different sizes, one cup is slightly larger than the other (wider). What i need to know is the larger one for the top of tube or bottom? Thanks
