What are these outboard Shimano BB cups?

I'm thinking of upgrading the naff Truvativ chainset on my Giant SCR 2.0 to a Shimano Tiagra one. I understand that i'll need a specific bottom bracket cup set, but how do these cups work and are they in replacement to the traditional bottom brackets with a spindle? Are these the only two bits I need ot install this (other than tools etc)? I know that i need the correct shell diameter etc. it's just that I have never seen one of these weird Shimano BB cup things before.

    the cups are all that remains of the traditiona ll as the axel is part of the drive side crank. the bb shell will need facing by the LBS if not allready done.

    btw cheeper on CRC.
