Roadster Frame Question

Wonder if anyone has any suggestions for an off-the peg frame to build up my own lightweight sit-up-and-beg town bike - there seems to be plenty of fancy stuff out there but nothing more old fashioned. I have a 1999 Marin Rift Zone full-sus which I have never got on with and figure I should be able to use the wheels and most of the bits to build a sturdy, lightweight, inconspicuous runabout that I could also use for gentle towpath type riding when necessary. I presume that if I went to a custom builder they could do whatever I want but can't really afford that at the moment. Does anyone know of who might make a suitable off-the-peg frame (or does anyone have one to sell/swap with the Rift Zone frame - I would need about a 23 1/2" in old money).
