Gloucester-Ankardine ride on Wed am to see Tour of Britain?

Anybody in Gloucester going to watch the Tour on Wed, specifically Ankardine hill? I dunno what time to go to make sure I can get on the hill to watch it. How much time ahead of the riders do they close the road? They are estimated to get to the hill at about 11:45-11:50.
