Can anyone recommend one of those bars that attaches to your handlebars to mount extra lights etc on.

    the bar can be mounted in two ways perpendicular to each other to fit either on the bar or e.g. on a tri-bar.

    Minoura SwingGrip. But don't put it on the bars - the clamp can be turned by 90 degrees, and it will clamp around the stem.
    Have it pointing upwards if you like, or pointing downwards such that the light(s) are just above your front wheel.

    Spacegrips are fine, but don't touch the Swingrip as the tab at the end very quickly fails.
