Cracked steel frame -worth repair ?

Advice please. Just noticed my frame ( Inbred , 2.5 yrs old ) is cracked on the seat tube, just below the clamp. The crack is hairline , only about 15mm & runs horizontal just below the slot in the seat tube.
In theory this can be welded but bearing in mind the cost of preperation & respray etc is it worth it for a sub £200 frame?
Any one had a long & healthy life from a repaired steel frame?
