Touring Bike Suggestions for under £500

I'm looking for a decent touring bike for my brother who wants to do a tour of Ireland with some friends.
He wants to spend less than £500 for the complete bike and I have suggested a cross sytle bike with drop bars as thats what I use to commute and go on day out rides and I have always found it a comfortable set up. He is a heavy boy at 16 stone and 6f2" tall with a 32" leg so I am guessing he will need a 58/60cm frame but have asked him to get himself fitted for a bike.
Can anyone suggest a good new bike or ebay auction that might suit?

    edinburgh cycles do a cheap tourer which was reviewed positively by C+. 16 stone though......

    the Dawes Sardar is a chunky piece of kit, but would do admirably for your chunky piece of brother. 26" wheels and I think this may fit him. Do not confuse the with the trekking bike that Dawes now make with the same name.

    It has had zero bids and the guy is looking for £200 starting.

    Alternatively, there are a few Dawes Horizons on for £350 ea. They are aluminium frame but the people I know who have them like them. Sora and 2200 drive as opposed to the Sardar with Tiagra.

    If he wants new, then there is a company that always advertises in the back of C+ that still has stock of them from about 2005, £500 I think. Sorry, can't find them online at the moment.
