Fork problem?

Please help, I have Marzorcchi 66rv forks with the 20mm bolt thu axel. When putting on my front wheel I obviously put in the spacer to keep the wheel in the centre, Then I tighten the axel and then the axel clamps to what I believe to be the correct torque.

Question is, should the spacer rotate or stay still, as when I have removed my wheel the inside face of the fork now has worn away by about 1mm where the spacer has rubbed against.

Should it be your axel being tightened or the for axel clamps that keep your wheel where it should be..

    strip and clean the hub.

the spacers should press on the inner (smaller) race which should not move.
