Cloth rim tape fitting

My LSB recommended a cloth rim tape over the various plastic and rubber versions that I have used in the past.

When fitting a cloth rim tape should there be a small 'overlap' or should it be precisely cut so that the ends just 'abut' each other?

    When using rim tape i was wondering what a good way is to leave a hole for the stem?
    a) cut a hole
    or
    b) leave a gap between the two ends just large enough for the stem

    Most rim tapes have a hole already cut in the tape for the valve. If not maybe you could use a hole punch or something.
