sticky gear change

Newby question...
I'm finding that occasionally when changing up or down the rear cassette, the selector will click up or down, but it doesn't change gear, until next click it may change two gears.
I have lubed all the pivot points, but it's still the same. Does it sound like my problem is sticking cables, or is something worn out / misadjusted?

It will, almost certainly, be sticking cables. Rather than faff about with trying to clean inside the outer cable, I'd just buy a new set. Keep 'em clean next time!0

I have swapped the rear gear cable for a sealed Mudlover - it is one of the cheaper sealed cable sets but I have completely solved shifting issues with this. I was finding I needed to clean the cable weekly when commuting in the winter, the last bit of outer going to the rear mech is particularly prone to getting water and gunge in it.0

Solved.
Further investigation showed there was a little slack in the rear cable. I have tweaked that, and it's now right as rain.
