Help with new MTB wheels

Hi.
You're all probably sick of questions like these, so I apologise in advance...
...I'm in the process of trying to upgrade my current bike (decided I can't afford a new bike all at once), & I am currently searching for new and better parts.
I'm far from being an expert, but I am trying to learn as I go along! I think the first things I will buy will be wheels & forks, which I believe would an obvious improvement. I've already had a bit of help regarding a fork question, which is greatly appreciated.
My current wheels are 'Mavic X139's' and I would like to upgrade to some newer/stronger wheels. I am looking for 26" that are Disc/V-Brake compatible & would like to spend no more than £150 if possible. I am aware that you get what you pay for, but I am on a tight budget as I will have to purchase forks next & then disc brakes (pre-warning about future dumb disc brake questions).
Does anyone have any recommendations regarding wheels that would fit my budget? I ride XC some DH (in Wharncliffe), although the DH is nothing too crazy but I do like to try the rougher stuff even though I'm not great at it.
On another note, does any know how to take stickers off a frame that are underneath the lacquer? Are there any safe ways to remove the lacquer from the frame?

Merlin Cycles do excellent quality custom wheel builds at good prices, for example, Mavic XM719 disc on XT hubs, about £125 a pair. I have been using Merlin built wheels for years, very strong and true builds.0
