The Embankment - the reason for carpet of glass

I have had 3 tyres wrecked on The Embankment in the past 6 weeks - one a hairy 30mph blow-out that spilt the carcass from bead-to-bead down a 4cm v-shaped rip.
And this morning I discovered why. The ****ing street cleaners are throwing bottles into the road to smash them! Some moron did it right in front of me, putting a metre and a half wide slew of broken shards right across my path - and I was only 5 metres or so away when he did it.
Let's say I wasn't impressed. Sadly the culprit was fresh off the beetroot farm and couldn't understand English. Which was probably for the best.
Is it worth writing to Westminster Council, or will it just be a waste of ink?
