hardtail frame sizing

are there any general rules when sizing up a hard tail frame (tyax) ,your bits n pieces near top tube etc.i know reach is adjustable,stem n saddle.

    As a VERY general guide, 2-3 inches clearance room for your "bits" on a conventional design frame (i.e. with a straight top tube) when straddling the frame with your feet on the floor.
