Panniers......again

I bought some panniers, they do the job when I'm on the bike.
However you clamp them onto the rack with screws. When I get into work I don't want to have to take a screwdriver to get them off.
Are there any good panniers out there that just clip on and off without tools, that are secure enough for roughish roads?
I'm not too bothered about waterproofing as I bag stuff up anyway.

Most panniers will just clip on - I have Ortlieb Bike Packer Plus's - a bit pricey but they just lift off - lifting the handlle opens the hooks:
Other brands have similar systems, or some have Rixen and Kaul Klickfix fittings
like this:
which involve pressing the red button whilst lifting them off - slightly more fiddly, but fine. Altura panniers are a good mid-price option that have these, and they have waterproof (Dryline) and non-waterproof options. Also check out Edinburgh Bike Co-Op own brand - Revolution, (made for them by Vaude) which are apparently good value. Any of these should be okay for rough roads. Avoid any that have the lower hook attached by elastic / bungee - these will move about a fair bit, you want a solid lower hook. Also make sure the upper hooks fit (or have adaptors to suit) the guage of the rack tubes so there is minimal movement - like these on Rixen and Kaul0 -
I use these
there fine, and less than £20 each.
two hooks on the back & an adjustable slider. Not waterproof but come with a water resistant cover.
Use them every week day in all weather and on longer tours. Put clothes in a plastic bag on longer tours to keep them dry.
Good kit, never failed me.
Jasit looks a bit steep to me.....0
