Has the UCI gone mad?

Just heard that the UCI is not to oppose Astana participation in the Vuelta. How on earth can the drugies be weeded out unless sanctions are taken against their teams/employers!
The TdF have the right idea, hit the drug takers and those in close association with them, so as to pressurise anyone thinking of taking the drug road into considering the effect on their team mates and their sponsor. The UCI are again burying their heads.
I say what I like and I like what I say!

    Don't forget it was TdF / ASO who invited Astana to the Tour - not the UCI.

    Are the UCI wary of any legal repercussions if they stop Astana competing in the vuelta?

    Astana may be 'bad guys' but if Cofidis & Rabobank can race then so can they. I STILL can't believe Vino/Landis were SO Stupid! And that Vino can be dumped by a test that has been developed using 25 (!) test samples/people and that included no elite sports people. Would you be happy to lose your driving licence to a test method that had so small a population of testers. I wouldn't.
