Specialized Allez Elite - triple front derailleur question

I didn't have an LBS that stocked the bike I wanted - a Specialized Allez Elite - so I ordered one from cyclestore, it all set up, just had to adjust the handbars and attach the pedals (change these to SPDs).
Question - I can't get the bike to engage on to the smaller chainring, it just catches the derailleour cage. Any advice?
Aside from that, this bike is amazing, so light and nimble. (you can tell I've been away from racing bikes for a few years!). Maybe I should have gone for the double, but there's some big climbs around my neck of the woods, (10-16%)
