Best frameset for 300-500

what road frameset would you recommend? May be building a bike for a friend, budget 800-1000 (or he might go for Planet X)
It needs to be around size 58-59 and preferably with carbon tail.
I am looking at a Cinelli (comes with forks seatpost bars and stem) at 500 but I may be tempted to get a new frame from ebay to get the build price down as there are some bargains to be had(i never buy components from ebay-one v bad experience)
Planet X have a nice frame for 199 (was 350) , it doesnt have a carbon tail tho so maybe complete carbon planet x or cinelli self build with centaur??
