Which Rims-Road.

I rebuilt a friends rear wheel about 6 months ago with a second hand rim which was very slightly oval. Once he'd ridden it for a while a spoke loosened off so he took it to his LBS where it was sorted out! Sadly, its now back with me and although they got rid of the oval bit some spokes are far too tight and others are slack again. I think I'll treat my mate to some new rims and start again. The front rim is a mavic cxp21, I think, with 32 holes and I have chatted to my LBS where I can get cxp21s, 23s and 33s ranging from £20 to £35. Obviously, I don't want my mate to go too fast :roll: although I'd like to do a good job and use a reasonable rim. Any comments or advice? The bike the rims are for is an aluminium GT with Shimano Ultegra and he's quite a small bloke but does a lot of climbing.
