rear nutted sas wheel

Hi,
I've got a 10mm nutted rear sas wheel, and I'm not sure if the nuts holding the axle in are supposed to be tight, or loose. I would have thought they should be tight, but when they are, the bearings don't work properly. This seems like common sense but it doesn't work.
