I think you need to use BBCode, not HTML.

Use bb code []'s. Like

phpbb forum's seem to be very restrictive on html even when you select it to be enabled, very easy to mess the whole layout up otherwise.

Edit, even though html is set as enabled on your profile page, when you reply the options say it's set to off, that's probably the problem.
