Headset problem

My headset is stiff. If I loosen it it starts to creak when I pull on the bars but if I tighten it enough so that it stops creaking then it is slightly stiff and feels weird when riding. How do I fix this please someone it's driving me to distraction! Thanks

    open up the central allen bolt in the stem. Pull out the stem, check for corrosion and grease the sliding bevel. Reinsert and tighten.
