On a more serious note, and in responce to the thread title, we need to start early.
When I was a nipper, rather cleverly the teachers got the older kids to promote cycling into school as "cool" to us youngsters.
Result: everyone signed up for the cycling proficiency scheme (it was a requirement to be allowed to cycle in) and no one would dare get a lift in with Mum, how "sad" would that have been?[:)]
It really worked, and my generation still houses a vastly greater number of cyclists than average because of it.

I think it's very innovative and imaginative. Although the same thing could be done on a longer ascent with a folding bicycle and a bus.
The slope is as steep as 1 in 5 in places.
