Headset Tightening

Got a Claud Butler hybrid, headset a little loose. However the headset only has a 30mm lock nut with 2 washers below it, 2nd washer has what I'd call rough/serrated edges (used for a tool to grip?).

Just wondering how to tighten as I'm used to having to loosen the locknut then take a 32mm spanner to the 2nd nut on previous bikes to do the adjusting. Does this single 30mm nut serve both purposes or am I missing something ?

    If it's a serrated race rather than just a washer, you can turn it by hand once the locknut is loosened. You may have to allow for a certain amount of tightening as the locknut is tightened. So have the headset seeming too loose before that.

    Can you find any pictures of a similar headset, or even post one of yours?

    Cheers for the response. Can't find any pictures though I'd go for Tioga headset (model unknown) based on CB website info. Not much use I know. Might just take a spanner to it and have a play.
