when is it best to have new bike serviced after the first service, and is it best to have it done at the bike shop, as doing the derailer,headset, and wheel bearings seem a tricky job to do

Your handbook(s) should say when things like bearings in wheels need a service. It's usually more down to the number of miles you have done rather than time.
Headsets and hubs go a long, long way between services in my experience.
It's good to learn how to do the gears and chain yourself as it needs a little attention more regularly.

A lot more satisfaction in doing the jobs yourself, if you are confident enough in your own ability.
No waiting for the bike shop to do it and once you've bought tools as and when you need them, they eventually pay for themselves.
www.parktool.com/repair is a good place to start in learning how to repair your bike.
