how do you set up clip in pedals

You will need a 15mm spanner. Apedal spanner is best as it is long for lots of leverage (for removing stubborn pedals not fitting) and thin as some pedals don't have room for a normal spanner. You may also find that there is a socket for an allen key on the end of the pedal thread. If this is the case then no spanner required, just an allen key to fit.
Remember, the left hand pedal has a left hand thread. You have to turn it the wrong way to undo/do up.
