I've hired mountain and town bikes from Velos Joan in Ciutadella before - they have been very helpful and reasonably priced may be worth a try for road bikes.
Velos Joan
Sant Isidre, 32
07760 - CIUTADELLA DE MENORCA
ILLES BALEARS
Tlf: 971 381 576
Fax: 971 381 5760 -
try velos minorca in Mahon (and I spotted another shop in Cituadella)- they have a website.
Spanish only spoken in the Mahon shop. But pointing and pigeon spanish works. I hired a Battaglia aluminium frame with carbon forks road bike with basic Campag set - cost ?192 for 12 days in May this year.
If you have their address - when you arrive at Mahon airport visit tourist information desk and get a free street map of Mahon and island road map. Using these you'll may be able to locate hire shop (on inner ring road)and plan your routes.
Best of luck

I too will be in Menorca in July, so thanks for this info; it saved me having to start a thread
the only question that I have left is about helmets in Spain. Are there any laws, regulations or general advice on their use ? Taking one by air will be a pain, but I assume that it's advisable.0 -
Helmets are compulsory in Spain now but apparently not enforced.
You don't need to wear them on a hill (going uphill) was how I heard it but that sounds incredible!0
