head set adjustment

Hi all.
I am used to the old type head sets with bearings and lock rings and now my new bike has the newer type. How do you adjust them?
I just tightened the top allen bolt until I felt no play whem moving bike with front brake applied, then tightened the 2 allen bolts of stem to lock bars.
Trouble is the top allen screw worked loose.
Do I lock the bar bolts first or the top bolt?

Loosen stem steerer clamp bolts first.
Tighten cap bolt to take up any play in bearings.
Tighten stem steerer clamp bolts to correct torque.
Once stem bolts are tight, it doesn't matter if the cap is loose - it's only there to adjust the bearing load. Many people knacker the cap bolt by over-tightening. If you can't take up the slack, then cap may be hitting top of fork steerer - add 5mm spacer under cap and try again.0
