It either freewheels of gets completely stuck.
Sheldon Brown website states that the freewheel problem relates to the gear cable being too tight, but I can't find any info as to why it would get stuck.
It dates back to 1956. Probably completely knackered!

More likely all the rust inside making it not work right, open the little hole and see if any water comes out, they are not too hard to get apart so you could have a look for wear/damage
