I realise that Spain remains the "wild west" when it comes to doping. But the Tinkoff team said they were going to suspend Jaksche following the second dossier from Puerto. Instead they let him sneak back into the peloton in a quiet race in France.0

It is perfectly obvious that tinkoff couldn't give a s***e whether his riders are doping or not. Look at the names he signed up.
