Workshop Question - Bike with Steering Handle

Hi.

We've been given a second hand pedalbike with a detachable adult push handle that can steer the bike as well, very similar to this, but without any manufacturer details I can find on the frame: 81DPQ5LwGRL._SL1500_.jpg

at the moment, steering it is very stiff, I believe because of the mechanism to the steerable push bar.

I want to strip it down to see if I can address it, think it should be very simple - has anyone else done similar servicing?
It almost feels not worth it on such a cheap bike.
Thinking it's a simple process, and will need a strip & clean of the inners & outers on the steering cables, hoping that's all.
