Disc brakes in themselves aren't a limitation, it's finding turbos that work with the hub width and axle type. Shimano tend to size small from my experience, 43 just about fits me for a summer shoe with thin socks, but I'd go 44 for a winter shoe for thick sock clearance and a bit of air to help with insulation.

If you're only going to use the bike on the turbo over winter, set it up on the turbo. If you're also going to do some outdoor rides on it over winter, either adjust things each time you ride in/outdoors, or set the bike up for outdoors and find a height for the front wheel off the floor that works ...

If the 25mn Michelin has a real world ~28mm width and you are looking to find ~1mm extra clearance, why not swap the rear to one with less width?

For example, the 25mm Conti 4 Seasons will be ~26mm wide (the 28mm variant is ~29mm wide on 17mm internal rim width wheels on my Cube).

For a hybrid or mountain bike, you could swap out the supplied bars for something modular such as the Modolo Dumbo touring bars. They have a huge range of adjustibility.

No idea on their durability or insulating properties, but those reflective ones on PX for £8 look interesting, in as much as your moving feet will give you some extra visibility from the sides and to traffic heading towards you.
