Need expert advice on my wheels

hi there, need advice on my tyrell bike rear wheels. it is wobbly and there is a bulge located at one spot. not sure if there is a rim problem or wheel issue. anyone knows?

    And I’d say it’s gone out of true, so take it to someone who can adjust the spoke tension / replace as necessary to get it straight again, unless close inspection shows cracking around any of the spoke holes, in which case the rim is toast. Or download a copy of Roger Musson’s book on wheel building and have a go at truing it yourself.
