Dura ace 9100 front mechanism support bolt

I assume that this topic has already been discussed.
I have problem with the above support bolt on my frame, it wont reach the seat tube it's simply not long enough, anyway I am using my bike and I can't see or find any problem with the shifting, the mechanism seats stable on the hanger and it has never moved.
Maybe somebody can tell me why this bolt has to be used, it seems anyway a bit stupid idea.

    Have you fitted the little pad it is meant to abut against?

    It doesn’t have to be used if shifting is fine.

    It’s purpose is to take any play / movement out the front mech when shifting, to make the changes more accurate.

    It’s also helps with horizontal trimming if the hanger is slightly out and the mech doesn’t sit square.
