Kinesis 4S Disc Vs... ? Any alternatives?

I am on the look out for a new bike have a list of requirements:
Discs
Rack mounts
Mudguards
Easily fit 28c (with aforementioned mudguards)
and (and this seems to be the killer)
a good road/racing geometry.
I want to be able to match my position from my Scott Foil on to the bike rather than be sitting a few centimeters higher at the front. So far the only bike I can find with a decent long/low geometry plus the other requirements is the 4S, are there any other alternatives out there?
Oh, and budget-wise; I do like riding nicer bikes, but ultimately I want to keep it on the cheaper side.

Finding an off-the-peg frame/bike with similar to Foil geo with ALL those specs is very very hard.

I found a handful of bikes with similar Foil geo. One with fender mounts, but none with fender and rack, apart from the Flaanimal4.0
