Rear wheel free spin . Is it too tight? Video included

Hi guys. Hope you well. Been checking my bike recently. Maintenance and so on. I do think that my rear wheel could spin better. What you think?

    difficult to tell without comparison - can you spin it in the other direction and post another video so we can ascertain if its wheel or drive train related please.

    cones too tight - the flick at the end gives it away.

    1/4 to 1/2 turn off.

    The chain is irrelevant if the wheel is freewheeling. The wheel is spinning fine. How a wheel spins when the bike is up-ended should not be keeping you awake at night anyway..
