Saddle clip / elastic / retainer thing

As a kid I had an elastic band type clip on the saddle of my Bob Jackson. It was like a hoover belt that fastened to the saddle rails and could then be stretched and reclipped round the spare tub or cape secured there. Is such a thing still available ?

    We all used toe straps. Not sure what this could be ?

    Oddly enough it was while tightening a toe strap over my waterproof i remembered my old setup!
