What size rim tape do I need for a rim 700c - 19mm internal

    nope 21mm tape. Tape should fully cover the rim particularly if you are running tubeless tyres in which case you need tubeless tape. Given the width of the rim it is probably tubeless unless it i a mavic touring rim in which case the former really needs tubeless rim tape for ease of tyre fitting and the latter needs velox cloth tape. 21mm wide regardless. use 16mm tape if you like the tape peeling up and exposing spoke holes in time or moving.
