    Well no, they probably tape it back up after taking the bikes, unless anyone then checks the rack they wouldn't know, and in many cases people probably can't remember the exact rack they locked the bike to.
    Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.

    Nobbling an existing rack or a section of railings is the oldest trick in the book. How on earth can plod say they have never heard of this?
    You only need two tools: WD40 and Duck Tape.
    If it doesn't move and should, use the WD40.
    If it shouldn't move and does, use the tape.
