Upgrading from 9 to 10 speed

I have a Cannondale Caad8 Sora a couple of years old which has the levers with the thumb control. Not sure why Shimano ever did this as when riding on the hoods they rub your hand and when in the drops you cant reach them. So I planned to upgrade to Sora 3500 STI levers as fitted on the later Caad8s. However these are really expensive.
So as I am going to upgrade as a bit of a project my local bike shop suggested moving up to Tiagra and 10 speed.

I cant afford to upgrade the complete groupset in one hit so my question is can I do it in stages, I also plan to do this myself as a bit of a project:
I thought tiagra levers, medium tiagra rear derailleur, 10 speed cassette, chain to a compatible 10 speed
Then a bit later add a new bottom bracket, front derailleur and compact chain set
So is that a sound plan or will it not work and what are your tips please?

i am not the most experienced bike mechanic although many years ago managed to put together a mountain bike so not a total beginner but very rusty
