Crown Race included with Hope P'n'M headsets?

Need to get the 2x step-down headset cups (top & bottom, 1.5" to 1 1/8") - will a 1 1/8" crown race come with?

    i would be very surprised if they did not include part of the headset.

    Just that they seem to sell a 1 1/8" to 1.5" Lower Steerer Crown Converter so was a little confused as to whether I needed that too?

    If you are buying the headset then yes it comes with the crown race.

    If you buy the steerer converter then no you won't get a crown race as its just a converter allowing you to use a 1.125 steerer in a 1.5 headset cup with the existing 1.5 crown race.
