...to Excel centre in Docklands, PT seems the best option for me but bus or tube or a combo of both? The distance looks too far for bo-bikiing it.
I've added a signature to prove it is still possible.

    Won't be able to do the full trip on a Boris Bike but you can certainly do part of it from Victoria to Tower Gateway (or any DLR Station up to Poplar with a Boris Bike then jump on the DLR to either Custom House or Prince Regents DLR station for the Excel.

    Only issue you have taking a boris bike to the Excel is that it doesn't have any terminals to park the bike with. The times using a BB or PT I think will be very similar. DLR train from Bank/Tower Gateway will normally be 20ish minutes to the Excel.

    The fun way:
    District line to Westminster
    Jubilee Line to North Greenwich
    Cable car to Excel

    The sensible way:
    District Line to Tower Gateway
    DLR to Excel

    I know which I'd do...
