Is this shoe failed or still okay?

I'm sure its still bolted at the front and back etc, and specially where the cleat is... but im not sure how it affects it overall.

I could just clean and fill it with glue? Nothing to lose if its failed...

I probably would try and bond it back together. Give it a good clean and stick some epoxy resin in there.

I would use Shoegoo which is a polyurethane-based adhesive - epoxy is too brittle. Alternatively, take it to a cobbler, they has strong, waterproof adhesives and will clamp the shoe in a last whilst it cures.
Make mine an Italian, with Campagnolo on the side..
