Car rack advice

Hi all,
I'm looking to get a rack that I can use on both mine (02 Fiat Punto ) and my wifes (x reg VW Golf ) to carry mine & mates bikes for the cx season. No towbar or roofbars on either, I've a cheapo job off amazon but it covers the no plate & lights on both cars so would need to get a light board plug fitted & lightboard too for both cars if I kept it.
Any advice on a carrier that'll fit both cars and can be used legally all winter?

If you live any where near west London then I have one that clears the number plate and is only taking up garage space. Would sell for say £30, only been used for probably two short trips totalling 10 miles.
